A portlet (also called vignette) is an autonomous component that can be set up in a dashboard. When instantiated in a page, a portlet is associated with an endpoint, except if it links to an external URL.
The evolution done on the dashboards that are now separated in two components (navigation pages and landing pages) will quickly bring the portlet to obsolescence.There is no more direct link to this function, but if you need to have access to it, the best is to copy the following piece of URL and to paste it in your browser after the

The only reason why they are still available is because they are used to define mobile application.

If the application is filled, the gadget will be present only if the dashboard is associated with the application or if it applies to all applications.
If the endpoint is filled, the gadget will be present only if the endpoint is the endpoint selected by the user in the User preference panel.
