This parameter defines if time entries can be recorded against a budget code without specifying an associated task or operation.
Yes - This is the default value for this parameter. New time entry lines can be recorded against a budget code without specifying an associated task or operation.
No - New time entry lines must be recorded against a specific task operation code, a specific task operation sequence number and a specific budget code.

This parameter is used in the Time entry function (PJMTE). It can be used in conjunction with the PJMTIMTAS - Allow time entries on tasks parameter (TC chapter, PJM group) to control mandatory enter of values in the Task code field (TASCOD), Operation field (OPENUM) and Budget code field (PBUCOD).
